Mong Cai Meets the criteria of a Class I urban area before 2030.<\/strong><\/p>\n

That was the direction of Mr. Nguyen Xuan Ky, Secretary of the Quang Ninh Provincial Party Committee at the working session with Mong Cai City in March 2024. Mr. Ky emphasized that in 2023, Mong Cai City had completed most of the economic development targets. Typically, Mong Cai is the leading locality in the province with the largest coverage rate of zoning planning, which is an important basis for land management, construction and investment attraction; effectively utilizing the connection of the longest expressway in Vietnam from Lao Cai – Mong Cai to improve the efficiency of investment attraction, and in-depth development of advantageous economic sectors.<\/p>\n

Mong Cai ICD Port is attracting many businesses to participate in import-export activities in Mong Cai City<\/p>\n

The Secretary of the Quang Ninh Provincial Party Committee said that Mong Cai City needs to focus on developing Mong Cai Border Gate Economic Zone into a national key Border Gate Economic Zone, a center for border gate trade, industry, seaports, logistics, and comprehensive services of Quang Ninh Province and the Northern Key Economic Region; Tra Co National Tourist Area is a high-quality sea and island tourist area, associated with commercial tourism products and border gates. Focus on attracting projects to develop high-quality tourism products and services, develop import-export trade and logistics activities in the area.<\/p>\n

By the end of 2025, Mong Cai City must achieve the target of people’s income in communes of over 100 million VND\/person\/year; complete the target of people using clean water through centralized water supply works; building a city that meets the criteria of a type I urban area before 2030.<\/p>\n

To achieve the above goals, the Secretary of the Quang Ninh Provincial Party Committee requested Mong Cai City to redefine the proportion of commercial services to focus on attracting investment, improving the investment and business environment; retaining and developing businesses. Along with Ha Long and Van Don, Mong Cai City must be the focus of developing high-quality tourism and service products; soon put Van Ninh Port Wharf 1 into operation in 2024.<\/p>\n

The city must also have a specific plan to achieve the goal of Quang Ninh becoming a key Vietnamese tourism market of Guangxi (China) and building a model of Vietnam – China border tourism cooperation between Quang Ninh and Guangxi. Implementing the goal of closely and effectively combining socio-economic development with building a prosperous, civilized, peaceful, friendly, stable, cooperative border area in the city. Mr. Ky emphasized.<\/p>\n

Mong Cai attracts import-export enterprises<\/p>\n

For import-export activities, the Mong Cai International Border Gate Management Board closely follows the city and province’s orientation, proactively proposing policies on fees for using infrastructure works and public utility services in the border gate area.<\/p>\n

Mr. Nguyen Van Duong, Deputy Head of Mong Cai Border Gate Customs Branch, said that in the first 5 months of 2024, Mong Cai Border Gate Customs Branch attracted nearly 800 enterprises to participate in customs procedures through the area. Accumulated from January 1 to May 15, 2024, Mong Cai Border Gate Customs Branch attracted 769 enterprises to participate in customs procedures through the area (including 213 enterprises in the province, 556 enterprises outside the province), an increase of 33% over the same period in 2023.<\/p>\n

Mong Cai Border Gate Customs Branch has completed customs procedures for 30,454 declarations with a total import-export turnover of 1,301.34 million USD (of which, export turnover is 751.11 million USD, import turnover is 550.23 million USD); an increase of 24% in declarations and 5% in turnover compared to the same period in 2023.<\/p>\n

The state budget revenue from import-export implemented by Mong Cai Border Gate Customs Branch as of May 15, 2024 reached 800.6 billion VND, an increase of 47% compared to the same period in 2023, reaching 50% of the assigned target.<\/p>\n

The above positive results were achieved thanks to the determination and efforts of the leaders, civil servants and employees of Mong Cai Border Gate Customs Branch to resolutely and synchronously implement solutions to accompany and support businesses, creating favorable conditions to promote import and export through the area.<\/p>\n

One of the outstanding activities in the work of accompanying and supporting businesses of Mong Cai Border Gate Customs Branch in the first 5 months of the year is to proactively organize many conferences to consult\/dialogue\/support businesses such as: Organizing a conference to deploy the Project to amend and supplement “Model of implementing procedures and centralized customs management at Mong Cai Border Gate Customs Branch” and officially deploying from January 1, 2024. Organize a meeting with businesses with import-export activities through the area on the occasion of the Spring of Giap Thin 2024 to express gratitude for the contributions of the business community, realizing the motto “Commitment together – Action together – Development together”; Organize a consultation conference with processing, export production, export processing enterprises and FDI enterprises with import-export activities in Mong Cai city in 2024, with the topic “Guidance and propaganda on procedures related to export processing enterprises, processing activities, export production, settlement reports, reprocessing”.<\/p>\n

At the same time, Mong Cai Border Gate Customs Branch also actively coordinates with units under the Provincial Customs Department to organize a dialogue conference with enterprises to discuss solutions to promote border import and export and develop customs agents in the province in 2024…<\/p>\n

In order to practically support enterprises and facilitate import and export, Mong Cai Border Gate Customs Branch has proactively organized regular working sessions and exchanges with Dongxing Customs (China) to inform about the situation and import and export activities, exchange experiences in managing import and export vehicles and import and export goods to improve the effectiveness of coordination between the parties, aiming to create maximum convenience for trade activities and prevent and combat smuggling, trade fraud, and illegal transportation of goods across the border.<\/p>\n

In the first 5 months of 2024, Mong Cai Customs Branch also promoted administrative reform, customs modernization, and digital transformation activities to create a favorable import-export environment for businesses such as: Maintaining and effectively operating the VNACCS\/VCIS system with over 20 supporting satellite software, the National Single Window mechanism, the Online Public Service System and implementing 24\/7 electronic tax payment services; Maintaining the implementation of the Service Quality Assessment System of Customs Officers with over 99% of businesses rating it as Very Satisfied. Thereby, actively contributing to creating a transparent and safe import-export environment, attracting businesses to participate in customs procedures through the area. Mr. Duong said.<\/p>\n
