Tổng cục Hải quan vừa đã ban hành quyết định thành lập Đội Nghiệp vụ hải quan tại ICD Thành Đạt, thuộc Chi cục Hải quan cửa khẩu Móng Cái, Cục Hải quan Quảng Ninh. Việc thành lập đội nghiệp vụ hải quan nhằm cụ thể hóa Quyết định số 897/QĐ-BTC (ngày 28/4/2016) của Bộ Tài chính về địa điểm làm thủ tục hải quan tại cảng xuất khẩu, nhập khẩu hàng hóa nội địa (ICD) tại Km 3+4, TP Móng Cái, tỉnh Quảng Ninh do Công ty cổ phần Thành Đạt đầu tư.

The Km3+4 temporary pontoon bridge project across Ka Long River is the first pontoon bridge connecting Mong Cai City (Vietnam) with Dongxing City (China) in Hai Yen Ward (Mong Cai City) with a total investment of nearly 160 billion VND, invested by Thanh Dat Company Limited, and constructed by Manh Tung Construction Company Limited from January 2017. The pontoon bridge is 114m long, 12m wide, with a designed load of 60 tons, including 2 lanes. When completed, it will facilitate the circulation of import and export goods; overcome the overload of goods cleared through the border river.

Previously, on June 7, 2016, the General Department of Customs issued a decision to establish a Customs Operation Team at Thanh Dat ICD, under the Mong Cai Border Gate Customs Branch, Quang Ninh Customs Department. The establishment of the customs operation team is to concretize Decision No. 897/QD-BTC (dated April 28, 2016) of the Ministry of Finance on the location for customs procedures at the inland cargo import and export port (ICD) at Km 3+4, Mong Cai City, Quang Ninh Province, invested by Thanh Dat Joint Stock Company. Accordingly, the location for customs procedures at the inland port at Km 3+4, Mong Cai City, Quang Ninh Province, invested by Thanh Dat Joint Stock Company, has an area of ​​335,308.5m²; subject to the management, supervision and customs control of the Quang Ninh Customs Department according to the provisions of law.

In order to take advantage of the advantages of Mong Cai Border Gate Economic Zone in border trade activities with China, the Quang Ninh Customs Department has proposed to the People’s Committee of Quang Ninh Province to recommend to the Prime Minister to allow the pilot implementation of a special mechanism at the Mong Cai ICD dry port. This will facilitate trade activities, avoid congestion at international seaports and significantly reduce costs for businesses.
